City officials and council members feel that Coolidge is not complying with the law.

The Eloy City Council unanimously voted Monday night to authorize the City attorney to file a complaint for special action in Pinal County Superior Court against Coolidge’s adoption of a new ordinance approving the “Frontage 87” annexation.
