Two Glendale groups have failed in their efforts to allow voters to decide on the city’s support of a West Valley casino.
The Arizona Court of Appeals on Friday ruled that Glendale’s settlement agreement and support of the Tohono O’odham Nation’s casino are not subject to a referendum.
“Because we conclude that neither the resolution nor the settlement agreement were legislative acts, they are not subject to the power of referendum,” Judge Michael Brown said in delivering the court’s ruling.
