Following a series of long city council meetings, Surprise decided to move the public comment portion from the end of the meetings to a spot before each meeting’s agenda begins.
The change was noticeable during the Sept. 15 meeting, where three residents decried the council’s 4-3 vote Aug. 4 that set the wheels in motion for the city attorney to report to the city manager instead of the council.
Pam Hilinski spoke against the potential change at the Aug. 4 council meeting, just before the discussion in executive session and the vote. She was back last week and said since the vote that she’s contacted all council members who voted in favor of the change.
