A struggle between the Surprise mayor and the city council has led to recent political skirmishes, which the council appears to have won.
This summer, the council majority voted to have the city attorney report to the city manager instead of the council. Now the council must vote to make that change, which the mayor vehemently opposes, official. That could come in an early October vote.
Some council members, such as Skip Hall, said the city will work better under the new system, which will “facilitate cooperation, engender teamwork, align authority and deter undermining.”
