After nearly six months of debate and numerous revisions, the Citizens Clean Elections Commission approved a rule change that could force some dark money organizations to disclose their contributors.
The commission had been poised to pass the rule on Thursday, but held off for one more day due to confusion over late changes to the proposal. On Friday, the commission voted unanimously in favor of the change.
Now, the question is less whether someone will sue over the rule but who will file the lawsuit. Secretary of State Michele Reagan and the Arizona Chamber of Commerce and Industry, who allege that the commission lacks the authority to regulate independent expenditure committees, have both raised the possibility of litigation.
