Consumer advocates concerned prepaid utilities cause too many shutoffs

Consumer groups debated Tuesday whether Arizona Public Service Co. customers who prepay for their electricity — and are much more likely to have their power shut off for nonpayment — are conserving power.

APS introduced a prepayment plan in 2012 and limited it to 2,000 customers as a test program. The five Arizona Corporation Commissioners approved a continuation of the program Tuesday through 2016 to help work toward APS’ goal of eventually offering it to all customers in 2017.
