New Glendale city manager seeks financial stability, ‘normalcy’

The Glendale City Council unanimously voted to hire Kevin Phelps as the new city manager at Tuesday night’s meeting. Phelps will begin his new role on Feb. 1 with a $210,000 base salary, according to the employment agreement.

Phelps will replace Brenda Fischer, who served nearly 19 months before resigning in February because of conflicts with council members.
