The Cesar Chavez Foundation says it won’t bid again on a large parcel of land up for development in downtown Phoenix after the city yanked a previous requests for proposals that favored the Los Angeles-based nonprofit and real estate firm Trammell Crow Co.
Phoenix City Manager Ed Zuercher nixed a proposed $9 million sale of land to the Chavez Foundation and Trammell Crow near Fillmore Street and Fourth Avenue.
That action came after another bidder, Scottsdale-based Deco Communities, complained about Phoenix City Councilman Michael Nowakowski’s employment as an executive vice president with CCF’s radio station division.
An outside review by two private attorneys found no wrongdoing by Nowakowski. They also said the RFP process was not tainted.
