Just two years after Surprise voters overwhelmingly approved a plan for their city’s growth, leaders there are considering major changes that undo one of its main components and that some residents say would affect their property rights.
The Surprise City Council will decide Saturday whether to amend portions of the general plan. One city councilman said it would be a “dramatic departure” from the document that is supposed to act as a road map for the next two decades, but city staff said doing so would unify the city, save money and create a more sustainable future.
Some landowners and residents believe it will devastate their land values and leave them unable to sell or develop hundreds of acres.
