The classification, part of an initiative debuted by President Barack Obama in 2013, would’ve given the city’s west side an edge for federal funding

Mesa’s bid for a “Promise Zone” designation — a national classification that would’ve given the city’s struggling west side an edge when vying for federal funding — has failed.

Competition was brutal in the second round of the three-year-old initiative, with more than 120 applicants from urban, rural and tribal communities.
