Roosevelt Row property owners could be taxed to pay for services like beautification and event planning, after the Phoenix City Council approved it as a controversial new district Wednesday.
The council voted 6-3 to establish downtown’s second business-improvement district, which allows for property assessments to fund neighborhood improvements and services under state law. But council members did not approve a budget, the method of assessing a tax on land or a map of the affected properties, following complaints from numerous property owners.
