3 top Phoenix city executives get paid leave for Roosevelt Row plan error

Three high-level Phoenix executives have been disciplined for a “technical glitch” in the preparation of a controversial plan to designate downtown’s Roosevelt Row a business-improvement district, according to City Manager Ed Zuercher.

Deputy City Manager Paul Blue and Street Transportation Director Ray Dovalina each received a two-day, paid suspension for their January presentation to the Phoenix City Council of a district map that did not meet state legal requirements. Community and Economic Development Director Chris Mackay was suspended for one day with pay.
