Basis Scottsdale’s controversial plans to expand enrollment and build a new middle- and high-school campus on Shea Boulevard are headed to the City Council this month as concerns over potential impacts on traffic and student safety reach a boiling point.

The charter school, ranked among the top U.S. high schools by U.S. News & World Report, wants to start construction this spring on a two-story campus for about 1,200 students near Shea and 128th Street, with plans to open by August.
