For Arizona tech boosters, the Phoenix market is that nerdy girl in the movies. She just needs to take off her glasses, let her hair down and the popular kids from Silicon Valley and the Pacific Northwest will see her appeal.

In real life, it’s not that easy.

Despite the Valley’s history with giant tech companies such as Motorola Inc., Intel Corp. and other semiconductor operations, Phoenix finds itself still trying to get its foot in the door beyond back-office operations and call centers for high-tech companies.
