Glendale officials created a scenic corridor along a portion of the Loop 101 freeway, creating two distinct zones for the city — serene in the north, bustling in the south.
The city council voted in February to create a quarter-mile setback and to ban billboards along a 5-mile curving section of the freeway between North 51st Avenue and West Bell Road.
The move was intended to protect views and preserve existing washes, creeks, deserts and hills along the freeway that swoops through the residential Arrowhead Ranch and Hidden Manor neighborhoods.
