Lake Powell watchers were encouraged by the upper-basin snowstorms of early winter, then discouraged by the unseasonably warm and dry end to winter 2015-16.
But it may be too soon to accurately predict the elevation level for the giant reservoir straddling the Arizona-Utah border. The Bureau of Reclamation projected earlier this month that unregulated inflow to Lake Powell would be 80 percent of the average established from 1981 to 2010.
