Lawmakers like to say that a budget is a reflection of values.
But it’s also a collection of policies, some of which might not have stood a chance as stand-alone measures.
Besides the main budget bill, known as the feed bill, the budget package contains several other measures, known as budget reconciliation bills or BRBs. While the feed bill outlines how much each agency or program may spend, the BRBs spell out exactly how the money for different areas, such as K-12 education, criminal justice, or environmental policy, must be spent.
Any policy that lawmakers declare is somehow related to the budget can be added into a BRB. But often, BRBs are also used to revive failed measures, a mechanism available to leaders to persuade lawmakers to vote for the budget.
