Developer envisions ‘pocket neighborhood’

The City of Phoenix Planning Commission will consider a developer’s plan to build a unique community, which will offer an independent living option for disabled adults, including those with intellectual, developmental and other disabilities.

ECC Management, LLC wants to transform 4.73 acres of vacant land at the NWC of 16th Street and Wahalla Lane in north Phoenix into a “pocket neighborhood” for residents with special needs – or anyone else who sees the benefit of what, if approved, they describe will be a first-of-its-kind community in Arizona.
