Commissioner Robert Burns issued subpoenas to APS and Pinnacle West.
He wants to know if they got involved in the 2014 commission elections.
Burns said voters should know if utilities are helping the elections of their own regulators.
Utility regulator Robert Burns on Thursday issued subpoenas to Arizona Public Service Co. and its parent company, Pinnacle West Capital Corp., to determine whether the companies funded political campaigns in 2014.
Burns is concerned the state’s biggest utility or its parent company broke a longstanding tradition at the company to refrain from elections of the five Corporation Commissioners, who set rates for APS and other utilities in the state.
