Early election returns showed incumbent Vice Mayor Jared Taylor and newcomer Scott Anderson leading the pack in the race for two Gilbert Town Council seats Tuesday — but likely not by enough to avoid a November runoff.
Candidates had to secure at least one-fourth of the total votes cast in order to win seats outright in the primary.
Taylor and Anderson approached that threshold, maintaining a solid lead throughout the evening. But as of 10:30 p.m., with 100 percent of precincts reporting, they hadn’t met the required minimum.
