James Candland, a 45-year-old consultant specializing in public and government relations, has prevailed over 28 other candidates to become Gilbert’s newest councilman.
His interim post — created last month when Mayor John Lewis stepped down and Councilwoman Jenn Daniels took his place — will run through early January. A permanent council member will be determined in the upcoming election, and the application for the interim post was not open to candidates in the race.
