Phoenix rejects tax break for Circles building project downtown

Phoenix won’t restart negotiations on a tax break likely worth millions of dollars for a high-profile downtown housing and retail project incorporating the former Circles Discs and Tapes building, city staff said Thursday.

The decision follows recent attempts by the developer to appease neighbors following the partial demolition of the Roosevelt Row icon near Central Avenue and McKinley Street.?
