The city of Phoenix is considering an $18.3 million incentive package, an $18 million property sale and a 50-year property tax break to help bring a Fry’s Food Store, apartments, restaurants and high-tech offices to a long vacant downtown parcel just north Talking Stick Resort Arena.
Cityscape developer RED Development wants to bring the downtown grocery store, 300 apartments and 150,000 square feet office space to the Block 23. Downtown boosters have long coveted a downtown grocery store.
