LOOKING LIKE A MILLION BUCKS – Sales of $1 million-plus homes on the rise across Phoenix. “Earlier this month…. roughly 40 homes sold over $1 million in just one week.” Phoenix Business Journal’s Alexa D’Angelo’s looks at this “dramatic increase.” Her report features the perspectives of high-end real-estate insiders (not all of who agree on the luxury growth; one calls the market ‘mediocre’), and a 36-photo slideshow of luxury home sales, complete w/ addresses and purchase prices. http://bit.ly/2dQ2obf

TACTICAL’ ALERT! – Body armor maker building new HQ plant in Peoria, hiring 125 new workers. “LGE Design Build has started building [TYR Tactical’s] new… 76,000-square-foot headquarters and manufacturing plant… on 91st Avenue near Loop 101 and Olive… TYR makes body armor for the FBI, DEA, U.S. Secret Service, SWAT teams in Scottsdale, Peoria and Glendale as well as the Emergency Service Unit in New York City and police in Boston, Dallas and the Royal Canadian Mounted Police.” Further details plus rendering in Phoenix Business Journal. http://bit.ly/2dcv4fo

EAST SIDE STORY – Arizona State to delay east side renovation of Sun Devil Stadium by one year. Sun Devil Source reports that “ASU will… demolish the east side of the stadium following the 2017 season and rebuild it from scratch… Work on the [‘three-phase, multi-year $268 million’] project… is now expected to be completed by the start of the 2018 season.” (Note: Although this article mentions “making the stadium even better than originally planned” with “terrific amenities” and “unprecedented solarization,” we scoured it for some specific explanation for the delay, but we were unable to find one. Mesa Master-Planned Community Cadence at Gateway launches With First Builder – Lennar Homes. “Lennar will build one neighborhood consisting of 68 homes… near the southeast corner of Ellsworth and Ray Roads. Lot sizes will be 43’ x 125’, with homes ranging in size from 1,800 to 2,900 square feet. Lennar’s parcel is adjacent to the community’s Tupelo Park…. Immigrants are closing gap in homeownership. According to Trulia “[h]alf of immigrants in the country owned homes last year, compared with 66% of U.S.-born residents, the smallest gap between the two groups in the past two decades…” Trulia’s chief economist Ralph McLaughlin comments on his firm’s study and reveals “[t]he main reason immigrants are catching up” — in USA TODAY. http://bit.ly/2dQ4hDA

THE HPPI MOVEMENT – Homeowners get better at perceiving home values. “Homeowners are still placing too much value on their homes, but they are getting closer to the appraised value, according to the Home Price Perception Index… [September marked] the third month in a row that the HPPI moved closer to agreement between homeowners and appraisers…. Adam Martinez, Chairman of Rose Law Group Real Estate Litigation Department, explains Arizona Court of Appeals HOA director decision. “The Arizona Court of Appeals on Wednesday reversed a trial court’s decision that permitted an HOA to exclude a rogue board director from executive board meetings…. [T]he Court found the association could have sought a court order to address its issue with the rogue director, but instead resorted to unlawful self-help. Judge raises hurdle for cities seeking plastic bag bans. “A judge has quashed a bid by… Tempe council member [Lauren Kuby] to challenge a state law that bars cities from regulating plastic bags and mandating recycling…. Maricopa County Superior Court Judge Douglas Gerlach ruled Thursday that [Kuby] has no legal standing because Tempe does not currently have an ordinance that would run afoul of the legislative ban.” — Capitol Media Services via Arizona Daily Sun. (BTW, we’ve yet to confirm one crazy rumor that’s been circulating: that as an alternative, many municipalities plan to introduce legislation that would levy a fee on really tired people for bags under their eyes.) http://bit.ly/2e46j2r 

Federal judge sanctions lawyers in ADA lawsuit. “A federal judge imposed sanctions against a controversial attorney and his co-counsel [‘Attorneys Peter Strojnik and Fabian Zazueta, and the foundation they represent, Advocates for Individuals with Disabilities’] citing their ‘bad faith behavior’ in their dealings with a defense attorney after they filed a ‘boilerplate’ suit accusing a property company of violating the federal Americans with Disabilities Act. [They] were ordered… to reimburse Golden Rule Properties for certain legal fees stemming from the case.” (Listen closely and you can almost hear the cheers erupting from business owners across the Valley.) http://bit.ly/2egbQ5R

State attorney to lawmakers: Avoid making insulting, discriminatory remarks. Arizona Capitol Times looks at how “[a] lawmaker’s colorful quotes about a piece of legislation can be a headache for an attorney later.” And the attorney with the splitting headache? “Dominic Draye, an assistant solicitor general whose job includes defending the state in court when someone challenges a state law… gave… lawmakers… a gentle reminder to watch what they say… [because] plaintiffs often use the statements… to demonstrate there was a nefarious purpose behind certain legislation.” http://bit.ly/2e48Ae0

Game’s not over for stadium: Nevada lawmakers adjourn after marathon session but no vote on Raiders stadium bill. “A long-awaited vote on a bill that would increase hotel room taxes to fund a domed stadium and improvements to the Las Vegas Convention Center failed to materialize early Friday morning after a marathon 17-hour Assembly session that saw plenty of controversy.” — Las Vegas Review-Journal. http://bit.ly/2e3ZC2B
