Arizona corporation commissioner pursues rules on transparency, electioneering

Picking up where he left off last year, Arizona Corporation Commissioner Bob Burns is pursuing rules on transparency and electioneering disclosure for his beleaguered regulatory body.

Burns opened a docket today aimed at creating those rules in an effort to restore public confidence in the commission and prevent “regulatory capture,” the idea that regulators are beholden to the companies they regulate.

Burns also set a deadline of March 24 for Arizona Public Service and Pinnacle West to respond to the subpoenas he issued last year to force the disclosure of any previous election or political spending by the utility or its parent company, which he said will help guide the transparency rules.
