UPDATE: The Surprise City Council appointed Patrick Duffy to the District 3 council seat that John Williams vacated in August.
The decision on Sept. 19 came down to a 4-2 vote with Mayor Sharon Wolcott, Vice Mayor Todd Tande, and councilmen Ken Remley and Jim Hayden voting for Duffy.
Councilmen Skip Hall and Roland Winters voted for Gisele Norberg, who challenged Williams in last year’s election and won 44 percent of the votes. Winters argued the close race, among other things, made Norberg the most qualified candidate.
Tande said he was impressed with Duffy’s credentials and desire to expand youth services. Duffy is a financial analyst at Merrill Lynch, who served on Surprise’s Municipal Property and Corporation Board, which handles debt issues, as well as the Community Recreation Services Department.
