A company formed by JDM Partners LLC in Phoenix (Jerry Colangelo, David Eaton, Mel Shultz, principals) has filed a zoning application to develop a nearly 2 million-square-foot mixed-use project called La Via on a site in Scottsdale that is now occupied by the CrackerJax amusement park.
