State’s first land swap will turn former Flagstaff movie theater into offices

Arizona’s first public-private partnership involving a land swap will begin construction on an adaptive reuse project for a new Arizona Department of Transportation facility in Flagstaff next week.

The partnership reached a milestone in December when all significant documents for the partnership were signed, making way for the project to move ahead with construction.

ADOT will take over a former Harkins Theatres complex and vacate its campus on Milton Road, which will be redeveloped into student housing. Phoenix-based Vintage Partners, the developer of the project, built a new location for Scottsdale-based Harkins on the east side of the city near the Flagstaff Mall, which opened in 2016.
