Avondale approves new development impact fees

The Avondale City Council has approved a plan to make changes to development impact fees for new residential and commercial developments.

The West Valley suburb’s plan took the unique step of breaking out the fees into two sets. ‘Non-utility’ fees’ go towards funding police, fire, libraries, parks and other services. ‘Utility’ fees go to water and waste water services.

Avondale hired consulting firm TischlerBise to help determine the fees and the methodology behind them.

Avondale development fees

Proposed (non-utility)

Single-family:  $6,394 (per unit)

Multifamily:  $3,807 (per unit)

Industrial: $0.45 (per square foot)

Office: $2.85 (per square foot)

Other commercial: $5.55 (per square foot)

Current (non-utility)

Single-family: $5,383 (per unit)

Multifamily: $4,073 (per unit)

Industrial: $1.40 (per square foot)

Office: $2.30 (per square foot)

Other commercial: $6.16 (per square foot)

Utility development fees (for water and wastewater)

Proposed

Residential: $9,630 (per unit)

Commercial: $9,650 to $310,987 (per meter and size of development)

Current

Residential: $12,324 (per unit)

Commercial: $12,324 to $410,769 (per meter and size of development)
