Voters in south and west Phoenix head to the polls May 21 to elect the last two council members in a reshuffling that began more than a year ago.
The runoff pits Latinos against African-Americans on the city’s south side and two Latinas in the west. But their contrasting personalities, priorities and approaches to the job could have citywide consequences.
