On the northern edge of metro Phoenix, at the Surprise city limit, development fades into desert.

Travis Hall and Jenele Lee bought their first home here last fall expecting a certain way of life.
Those expectations didn’t include thousands of new neighbors across the street, in luxury homes on lots a quarter the size of their own.
