4,100 new homes for Surprise?

On the northern edge of metro Phoenix, at the Surprise city limit, development fades into desert.

Modest ranch homes sit on an acre or more, often with acres of desert in between. Quail pass by, some like to say, as often as cars.

Travis Hall and Jenele Lee bought their first home here last fall expecting a certain way of life.

Those expectations didn’t include thousands of new neighbors across the street, in luxury homes on lots a quarter the size of their own.
