Plenty of big ideas have been floated in the past for a swath of mostly vacant desert at the interchange of two busy freeways in the East Valley.
The Salt River Pima-Maricopa Indian Community land near the Loop 101 and 202 interchange was envisioned as a site for the Arizona Cardinals stadium in the early 2000s.
There also was past talk of a Hollywood studio locating there and a resort from Gaylord Entertainment.
But the NFL stadium went to Glendale and so far the land, just south of Casino Arizona, has remained mostly empty.
