Reopening Arizona may be risky. But Sen. Kyrsten Sinema’s COVID-19 shutdown is riskier

U.S. Sen. Kyrsten Sinema has emerged as Gov. Doug Ducey’s chief rival in determining how Arizona manages the COVID-19 outbreak. And she’s been effective.

Sinema largely orchestrated the public pressure that cornered Ducey into issuing a stay-at-home order on March 30. Now, she is more subtly seeking to undermine and constrain his attempts to open the state back up.

This is surprising in two respects.

First, it is uncharacteristic for Sinema to take a bold public stance, and at least a somewhat confrontational one. Since she first entered Congress, she has tried to blend into the mainstream and depict herself as someone who gets along with everyone.
