Phoenix to vote on downtown apartments

The Phoenix City Council is scheduled to look at development and incentive plans for a proposed 19-story apartment building in downtown Phoenix.

XSC Acquisitions LLC wants to bring the $92 million project to 625 North Second Avenue. The land is vacant and in the Roosevelt Row area. Plans call for 375 rental units and ground floor commercial space.
