Tempe mayor pushes plan to create affordable housing

Chain restaurants, retail shops and industrial warehouses dot Tempe’s northeast city limits.

But the cheapest rent at a proposed apartment complex in the area goes for about $1,500 for a studio — a market-rate price that is out of reach for many service workers.

The apartments, Smith & Rio Residential at Rio Salado Parkway and Smith Road, have drawn criticism from residents and some council members alike for a lack of workforce housing and other issues.
