Despite pandemic’s fouls, Phoenix stays in the game

Before the coronavirus pandemic, the city of Phoenix was anticipating going into the 2021 fiscal year with a budget surplus.

“In March we had a $28 million surplus,” Jeffrey Barton, deputy city manager, said. “Then, a week after we released the trial budget, we saw a $28 million surplus go to a $26 million deficit.”
