[OP-ED] Did we just end taxpayer subsidies to businesses? Maybe.

For most of the state’s history, the Arizona Supreme Court has rendered the gift clause provision of the state Constitution, intended to prohibit subsidies to private businesses, a dead letter.

In 2010, the court opted to bring it at least partially back to life, in a decision (Turken) that claimed to clarify previous rulings.

In 2016, the court took a detour, with a ruling (Cheatham) that threatened to return the provision to the dead letter bin.
