SAN TAN VALLEY – A new state law removes an obstacle for Arizona communities who wish to form a city or town, which could further open the door for San Tan Valley to finally incorporate and become the largest city in Pinal County.
“This is an important process change for San Tan Valley, which has attempted incorporation three times over the past twelve years,” State Rep. Neal Carter, R-San Tan Valley, who authored the bill, said in a prepared statement. “Each time, the effort has failed without ever going to a ballot because of objections from outside interests.”
The process formerly required incorporators to notify home builders and HOAs individually, which was extraordinarily difficult to ensure, Carter said. Any entity that failed to be notified could opt out of the incorporating area and potentially kill the effort.
