There are five cities, seven towns, four Indian communities and about 12 ghost towns in Pinal County.
But the bulk of Pinal remains unincorporated. There are a total of 16 communities, big and small alike, that are considered census-designated areas — communities with no local municipal structure to oversee them. They include densely populated areas like San Tan Valley to faded towns like Kelvin.
This list gives a brief look at each of Pinal’s unincorporated areas.
Arizona City
Home to over 10,000 people, Arizona City is known for its thriving sense of community. Though unincorporated, there are activities for young ones, families and seniors alike organized throughout the year courtesy of the Arizona City Fire District.
The community is also home to a number of restaurants and even a golf course.
Cactus Forest
The sparsely populated Cactus Forest south of Florence has plenty of unpaved roads, scattered homes and, as the name implies, even more cacti.
However, this small community does feature some other things to see, including a local farmers market. The remoteness of the community also makes it a good place for spotting wildlife such as great horned owls.
