Flagstaff City Council moved a measure forward to add residential uses to areas normally designated for public facilities or other public uses.
The measure comes as the city continues to struggle to find solutions on the issue of affordable housing.
After declaring a housing emergency several years ago, the city is currently undergoing reviews of its codes to examine ways to increase the speed and amount of residential building construction.
Zoning Code Manager Tiffany Antol said the change would allow the construction of duplexes, apartments, rowhouses and single-family homes to be constructed on areas originally designated for public facilities.
