Elm Street starts to take shape in Surprise City Center

Just like most Surprise residents who drive by the City Center, Surprise Planning and Zoning Commission Chair Jared Holland had a curious question about the development there.

“We drive by the big chunk of land and wonder what’s cooking?” Holland said at the May 16 P&Z meeting.

It turns out Scott Phillips, one of the people in charge with developing most of the square mile of vacant land, had an answer.

“We assure you this is moving along very rapidly,” Phillips said in a quarterly report to the P&Z.

The new Elm Street is the latest milestone for the Surprise Center Development Company, who is in charge of developing most of the remaining vacant land in the one-square mile of the city, which is bordered by Bell Road to the north, Greenway Road to the south, Litchfield Road to the east and Bullard Avenue to the west.
