MILLIGAN ENERGY CENTER: Court Rich, Rose Law Group co-founder and director of the firm’s renewable energy & utility infrastructure department, helps secure project approval in Eloy

ELOY — Solar farms have been a hotbed topic in Pinal County for several years. With more and more proposed solar projects reaching city council meetings, there are certainly advocates and opposition for the energy source.

During Monday’s Eloy City Council meeting, another solar project was approved in a 5-2 vote, with Councilmembers Jose Garcia and Michelle Tarango being the only no votes.

Rose Law Group representative Court Rich presented the council with the proposed project, Milligan Energy Center, a subsidiary of Savion Renewable Energy.

The project has been on the council’s books since January of 2023, with negotiations over the location of the project continuing in that time.

The 1,584-acre site is primarily surrounded by farms and vacant land. The surrounding properties are primarily zoned Single-family Residential, with smaller areas of General Commercial and Light Industrial bordering the north and northeast corner.
