An angry and frustrated City Council last week lashed out at the Legislature for its passage earlier this year of several housing measures that likely will up-end some Phoenix zoning regulations.
And while it appears the measures will force council to accept loosened controls on accessory dwelling units, or casitas, denser housing in some areas of the city and conversions of portions of aging strip malls and office building space into housing without hearings, some council members sought more discussion.
Too long a discussion threatens to make things even worse.
