Rose Law Group is announcing the expansion of its government relations department with the addition of an all-new lobbying team. The expansion of Rose Law Group’s lobbying team brings specialized skills to navigate complex legislative and regulatory environments, according to a press release.

“This expansion signifies a bold new chapter for our government relations department,” said Jordan Rose, founder and President of Rose Law Group, in a prepared statement.

Elizabeth Goodman, new chair of government relations at Rose Law Group, echoed a similar sentiment.

“I’m honored to work alongside Jordan and her team. She’s an inspiration for me and we are going to do great things for our clients and the entire state,” said

The newly expanded Government Relations Department is comprised of professionals who bring a wealth of experience and a shared dedication to client success:

  • Elizabeth Goodman: senior attorney and chair of the government relations department. With over 15 years in law and government affairs, Ms. Goodman has secured significant legislative victories, including tuition waivers for foster children and reforms to out-of-network medical billing practices.
  • Cole Libera: deputy director of government affairs. A seasoned lobbyist, Mr. Libera has a proven track record in water policy, economic development, and zoning. Recognized as a Rising Political Star by the Arizona Capitol Times, he brings invaluable experience and relationships from his years representing clients at the Arizona Capitol. Cole actively participates in organizations like WESTMARC and Silent Witness.
  • Destiny Ruiz: government affairs associate. A graduate of the University of Arizona, Ms. Ruiz excels in legislative research and communication. Her experience with the Arizona Legislative Internship Program and the Arizona House of Representatives equips her to build strong relationships and support the team’s lobbying efforts effectively.
  • Amber Knapp: government affairs associate and land use planner. After a year of serving on Rose Law Group’s land use team, Ms. Knapp will transition to the Government Relations Department, bringing her unique land use and zoning background to enhance the department’s skill set. With a BA in Urban Economic Development from Cleveland State University, she has spent her career advocating for private development interests across various land use issues.
  • Makenna Trapani: government affairs intern. Ms. Trapani is a distinguished summa cum laude graduate from Arizona State University, holding a Bachelor of science in sociology with a minor in criminal justice and criminology.

The acquisition of this new lobbying team leverages decades of combined experience to foster relationships with policymakers, agency leaders, and staff, representatives of the Rose Law Group tell the Digital Free Press. With this expansion, the firm’s government relations department now offers clients a direct voice in legislative and policy discussions at the Arizona Capitol.
