Paradise Valley balking at bill allowing housing on grounds at houses of worship

Some Paradise Valley town councilors say a bill going through the Arizona Legislature will remove local zoning protections that regulate aspects of the town’s character such as height and density.

House Bill 2191 would allow active churches and other religious institutions to build affordable housing on their land regardless of local zoning laws, provided certain conditions are met.

There are 13 houses of worship in the town of Paradise Valley.

Town Councilor Julie Pace said HB 2191 looks like a bad bill not only for Paradise Valley but for communities throughout the state because it overrides local zoning. There is no exception for Paradise Valley or other similarly situated smaller communities, she said.
