Proposal underway for whitewater adventure park in West Valley

A proposal to build a man-made, recirculating whitewater adventure park in Goodyear is being considered as part of the upcoming master plan update for Estrella Mountain Regional Park.

The concept, submitted by East Valley resident Scott Burley, has been in development for several years. Burley began researching and exploring potential locations before formally proposing a long-term lease for a portion of the regional park to the Maricopa County Parks and Recreation Department.

If approved, the project would introduce a range of outdoor amenities to the area, including tubing, rafting, kayaking, stand-up paddleboarding, zip lines, climbing areas and extensive multiuse trails. A certified Olympic whitewater competition course is also part of the plan, alongside facilities for swiftwater rescue training to support local first responders.
