Did Peoria violate law in land donation to Amkor?

The Arizona Attorney General has determined the city of Peoria did not violate state law or the Arizona Constitution in its development agreement with Tempe-based microchip packaging company Amkor Technology in regards to a city-directed donation of private land to the company.

The decision comes following a complaint filed with the AG’s office last month from state Rep. Joseph Chaplik, who represents Legislative District 3 covering Anthem, Desert Hills and New River.

Rep. Chaplik alleged Peoria city staff misled the public by entering into a contract with Amkor for land in the commercial core of master-planned development Vistancia, and among other allegations, violated article 9, section 7 of the Arizona Constitution — commonly known as the “Gift Clause.”
