Residents suing Glendale over panhandling ban

Three residents are suing the City of Glendale over its ban on street panhandling, claiming the policy violates their First Amendment rights. 

The ACLU of Arizona announced this week it was representing three individuals in a lawsuit that challenges two ordinances passed by the Glendale City Council in the months leading up to Super Bowl LVII at State Farm Stadium.

In October 2022, the city’s leaders passed ordinances that restricted a person’s ability to stand on a traffic median, ask money from drivers or panhandle too close to businesses and bus stops. Those who violate the ordinances can be fined up to $2,500.
