New housing project breaks ground in San Tan Valley

Another large housing project is on the way to San Tan Valley. On September 3, Empire Group of Companies broke ground on Village at Borgata, a new 287-unit build-to-rent neighborhood planned along Hunt Highway.

The project has been in the works for several years. Rezoning for the site began in 2021 in partnership with the Galeb Corporation, the property’s former owner, and was approved in 2022. With construction now underway, the first homes are expected to be available in fall 2026.

Spread across about 27 acres, the community will feature a mix of one-, two-, and three-bedroom homes ranging from 650 to 1,282 square feet. Planned amenities include a fitness center, clubhouse, walking trail, dog parks, and open space.

Village at Borgata follows a growing national trend known as build-to-rent – neighborhoods designed as rental homes from the ground up, rather than traditional apartments. These single-family style rentals are becoming more common across Pinal County as demand rises for flexible housing options.
